The next Harajuku?
Shimo-kitazawa is an up and coming area similar to Harajuku. There are tons of small areas to explore and shops and boutiques. Thrift stores are in abundance here and you can also find good coffee.
In the open area, if you come on the right day, you can find performances or small exhibitions.
It was pretty happening while we there and people were gathered for a performance.
